The diaphragm picks up vacuum from air flow through the carb, determined by the throttle. This lifts up the big carb slide, and with it, the needle which meters your gas. They call this variable venturi, as the carb throat changes size as you demand it. Supposed to get rid of the flat spots normal carbs have. Ive heard that the white spacer leans the carb out for emissions, and taking it out will give you some more punch.
